What is Ownership Transfer within the State?
When the Transfer ownership of the vehicle is taking place within the state of Madhya Pradesh but in a different RTO. The buyer should report within 14 days of transfer to the RTO where the vehicle is registered. The process involves the following:
- Obtaining NOC from the RTO where the vehicle is registered.
The documents required for the same are:
- Clearance Certificate Request Letter
- Original RC Book
- Copy of Pollution Under Control Certificate
- Insurance Copy
- Self-addressed envelope with a stamp for speed post
- NOC will be received within a month after submitting these documents.
- Applying for Transfer Ownership at the new RTO
After receiving the NOC, you can start applying for the ownership transfer of your vehicle to the new RTO in Madhya Pradesh. The documents for the same are:
- Form 29
- Insurance Copy
- Original RC Book
- Copy of Pollution Under Control Certificate
- Form 30, if required
- Copy of PAN Card
- Copy of address proof
- Passport size photograph
- Self-addressed envelope with the stamp for speed post
What is Ownership Transfer outside the State?
When you sell the vehicle to someone, who is residing outside the state where the vehicle was initially registered. The buyer should report to the concerned RTO within 45 days to transfer to the RTO where the vehicle is registered. The process to be followed is given below:
- Obtaining NOC from RTO where the vehicle is registered
- Form 28
- Registration Certificate
- Pollution Under Control Certificate
- Insurance certificate
- Consent of Financer on Form 28
- Address Proof
- Photo Identity proof
- Permit and Fitness Certificate
- Print of Chassis number on Form 28
- The clearance certificate and NOC will be issued after submitting these documents.
Applying for Ownership at RTO in a different state

What is the Online procedure for Transfer Ownership of a Vehicle?
The following steps are to be followed in order to Transfer Ownership of your vehicle online:
- Visit https://vahan.parivahan.gov.in/vahanservice/vahan/ui/statevalidation/homepage.xhtml
- Enter your Vehicle Registration Number
- Click Proceed
- Select Basic Services (Transfer of Ownership, Change of Address, Hypothecation, Duplicate RC) option reflected in online services for Transfer of Ownership
- Enter details such as Registration Number, Chassis Number, and Mobile Number
- Click on Generate OTP
- Enter the OTP generated and click Submit
- After Submission, the Application form will open
- Select Transfer of Ownership
- Enter New Owner’s detail
- Select RTO to submit the application
- Check the insurance details and fee
- Click save and draft
- The application number will be generated now. Note it down for future reference.
- To continue, select Confirm Details
- The e-Fee receipt will be generated, click print
- Form 29 and 30 will be printed
- Now the application will be carried out inward at the RTO office
- Take the E-Receipt, Form 29, and Form 30 for further process
