When one person transfers a vehicle owner to another person and the vehicle is registered with the concerned authorities and jurisdiction where the transferee resides, it is known as transfer ownership of a vehicle.
Step by Step Process of Transfer ownership of the vehicle
Step 1: No Objection Certificate to be procured from the Traffic Department
- A duly-filled form 28 can help in obtaining NOC from the RTO office.
- If the vehicle is not registered in your area, Form 29 needs to be obtained from the original RTO.
- Clearance Certificate Request Letter
- Original RC Book
- Insurance Copy
- Copy of Pollution under control certificate
- Self-address envelope with the stamp for speed post
- After submitting these documents, the NOC will be received within a month.
Step 2: Required documents for the transfer ownership of the vehicle

Step 3: Document Submission
These above-mentioned documents are to be duly filled and submitted to the RTO and the fee for the process is to be paid. The process of transfer ownership can start as soon as the owner of the used vehicle can obtain NOC from the original RTO office.
Step 4: Reregistration of vehicle after Interstate transfer
After getting the NOC from the original RTO, the vehicle needs to be re-registered at the local RTO office. There are certain documents required for the same. These are mentioned below:
- Form 20
- Original RC from another state
- NOC from the original RTO
- Form 33
- Form 27
- Address proof attested copy
- Driving license of the owner attested copy
- PUC Certificate attested copy
- PAN Card, Form 60 or 61
- Passport size photo
- Bank NOC if the vehicle is under a loan
Step 5: Road tax payment
If the car used is not registered in Rajasthan, road tax is to be paid at the local RTO office to get the vehicle re-registered in the new owner’s name. A refund for road tax can also be claimed later depending upon the vehicle’s age and that the refund paid by the original owner was less than the later owner. There are some documents to be furnished in order to claim the refund from the original RTO:
- Application for road tax refund
- For 16 duly filled and signed
- New registration certificate copy
- Old registration certificate copy
- Insurance policy with new registration number
- ID Proof
