In India vehicle registration is a mandatory process in order to maintain transportation and keep a track of vehicles in Kerala, there is a total 54 RTO Office in Kerala which performs their duties.

Functions of Kerala RTO

  • Administration of the Motor Vehicles Act,1988 and Rules framed thereunder.
  • Issuance and renewal of driving licenses/International Driving Permits
  • Registration of Vehicles and its related activities.
  • Issuance of trade certificate to dealers of the vehicles.
  • Responsible for Hypothecation Removal Process
  • Issue of permits to various categories of transport vehicles and the issue of countersignatures in respect of other-state transport vehicles.
  • To issue a vehicle fitness certificate.
  • Road safety issues with special emphasis on the safety of school buses.
  • Enforcement of emission and safety-related norms of vehicles.
  • Management and operations of Interstate Bus Terminals.
  • To Issue RTO Form 28 for obtaining No Objection
  • Integration of Road transport with Metro, Railways & Airports

Types of Vehicle Registration in Kerala

There are two types of vehicle registration in Kerala RTO Office:

  1. Temporary Vehicle Registration: It is allowed in cases where the owner of the vehicle has to take it to any other state. Temporary Vehicle Registration is not renewable and is valid only for 1 month
  2. Permanent Vehicle Registration: Under Section 39 of the Motor Vehicle Act, permanent registration of all vehicles is necessary for driving on roads in Kerala. Driving without a Registration Certificate (RC) is a punishable offense.

Vehicle Registration Process in Kerala

Normally when you buy a new vehicle RTO registration and Charges are done by the dealer itself but if case you want to get it bone by yourself then below is the process:

For Temporary Vehicle Registration:

Step 1: To apply for a temporary number you have to fill Form 20, which serves as an application form.
Step 2: Fill Form 20 completely with all the necessary information and submit it to the RTO in whose zone the vehicle owner resides.
Step 3: Provide the list of required documents for the temporary number
i) Form-21: Sales declaration which you will get from the dealer
ii) Form-60/61  Income Tax Department or GIR or Pan card
iii) Pollution Under Control (PUC)
iv) Declaration by the candidate checked by a Notary, Executive
v) Address proof Any One (Voter ID Card/ LIC Policy/ Passport photos/ Ration Card
vi) Road Worthiness Certificate i.e. Form 22

For Permanent Vehicle Registration

Step 1: To apply for a permanent number fill Form 20, which serves as an application form.
Step 2: Fill Form 20 completely with all the necessary information and submit it to the RTO in whose zone the vehicle owner resides.

i) Form-21: Sales declaration which you will get from the dealer
ii) Form-60/61  Income Tax Department or GIR or Pan card
iii) Pollution Under Control (PUC)
iv) Declaration by the candidate checked by a Notary, Executive
v) Address proof Any One (Voter ID Card/ LIC Policy/ Passport photos/ Ration Card
vi) Vehicle Insurance Certificate
vii) Road Worthiness Certificate i.e. Form 22
